    陈牧：寡人为政，何等优劣？请先生直言。

    萧凡：臣以为，德、仁、功、利，大王兼而行之，内平祸乱，外阻戎狄，是大王之功也。安诸黎元，使有生业，是大王之利也。由此言之，功利居多，惟德与仁，愿大王自强不息，必可致太平。

    陈牧：先生之言是也，寡人谨受教。

    陈牧：寡人愿闻，任官择贤之道，先生教我。

    萧凡：臣以为，致治之本，惟在于审，量才授职，务省官员，故《书》称：任官惟贤才。又云：‘官不必备，惟其人。’若得其善者，虽少亦足矣；其不善者，纵多奚为？古人亦以官不得其才，比于画地作饼，不可食也。《诗》曰：谋夫孔多，是用不就。又云：‘官事不摄，焉得俭？’且千羊之皮，不如一狐之腋。此皆载在典籍，不能具道。愿大王，并省官员，量定才出，使得各当所任，则无为而治矣。

    萧凡：臣以为欲至无极，以寻难穷之物，虽有贤圣之姿，鲜不衰败矣。故修身治国也，要莫大于节欲。《传》曰：欲不可纵。历观有家有国者，其得之也，莫不阶于俭约；其失之也，莫不由于奢侈。俭者节欲，奢者放情。放情者危，节欲者安。

    萧凡：臣以为，傅氏虽不遵法度，而太后常自减损。大王奉事十年，深惟大义，礼，人子无贬父母之文，恩不忍离，义不忍亏，案前世，上官太后亦无降黜，愿大王以亲亲之道理之。
